Background


Established in accordance with the Economic Development Policy of the Kingdom of Bhutan 2010, Bhutan Power System Operator (BPSO) is entrusted to coordinate and regulate power system operation, outages, and manage/monitor export and import of power for the overall reliability and security of electricity supply.

Initially known as the National Load Dispatch Centre (NLDC), BPSO was inaugurated by Hon'ble Lyonpo Yeshi Zimba on 17th December 2011 and licensed by Bhutan Electricity Authority (BEA) on 1st July 2014 for the operation of Bhutan's power system.

Since 1st July 2022, BPSO has been under the Ministry of Economic Affairs (MoEA), with its main control centre at Thimphu, backup Control Centre at Malbase, and Eastern Data Centre (EDC) at Tintibi substation.

Roles & Responsibilities


Ensuring the safety and stability of the grid to prevent outages and ensure reliable power supply.

Maintaining a balance between electricity generation and consumption to avoid overloading or shortages.

Ensuring fair and non-discriminatory dispatch of generation installations across the grid.

Coordinating transmission and generation outages, including black start procedures.

Monitoring power system performance and ensuring compliance with grid standards.

Facilitating the export and import of electricity.

Scheduling electricity distribution within the country and across borders.

Forecasting generation requirements and national loads to ensure adequate supply.

Maintaining the accuracy of data for operation and decision making.

Performing additional energy security-related functions as prescribed by the Ministry.
